INTRODUCTION

According to the figures of the United Nations, there are about 500 million handicapped people in the world. The World Health Organization states that almost one fourth of the world population face some kind of handicap in their lives. 80 percent of the handicapped in the world live in low-income countries and cannot access the basic services.

According to the researches conducted in the world, a great number of handicapped can be reintegrated into the community thanks to the local improvement services carried out so as to provide several conveniences of living to the handicapped.
